In your opinion, what was Shays’s most substantial grievance? Was there anything else he could have done to obtain debt relief?

Answer 1
Answer: The most substantial grievance was that the people in power such as governors or wealthy merchants exploited the farmers who had to suffer because they didn't have as much wealth or political power and if they opposed they would be arrested or even worse. Social problems were running rampant at the time and Shays knew this.

There wasn't because all positions of power who could've helped were corrupt. Courts, merchants, banks, the local government, everyone was corrupt and worked together in a system to exploit the local people for their own personal gain. The strong central federal government did not yet exist as the Articles of Confederation were in place and not the Constitution.
Answer 2

The most serious complaint was that those in positions of power, such as rulers or wealthy merchants, exploited farmers who had to suffer because they lacked the same wealth or political strength as those in positions of power, and if they objected, they would be incarcerated or worse. Shays was well aware that social issues were rife at the time.

Because everyone in positions of power who could have assisted was corrupt, there wasn't:

  • Courts,
  • merchants,
  • banks, and
  • the local government were all corrupt,

and they all worked together to exploit the locals for personal benefit.

The Articles of Confederation, not the Constitution, were in existence at the time, hence there was no powerful central federal authority.
