Minimum Energy Performance Criteria

Introduction

Technology Selector - is a list of eligible materials and equipment offered by the Ukrainian market, which are assigned for the use in the residential sector, and the characteristics of which can considerably increase the energy efficiency of buildings. Selection of products for the Technology Selector was performed by direct contact with manufacturers and suppliers of energy efficient materials and equipment (over 100 companies), and was based on a detailed verification of the parameters of products for compliance with high energy efficiency criteria, developed by the EBRD according to the current requirements of the Ukrainian legislation, modern market technology and their cost. Technology Selector is up-to- date, and maintained on a regular basis through the programme’s life-time. It is an open Database, and the suppliers’ participation to this list is voluntarily and subject to change.

Note: Inclusion of the technologies, equipment and materials in the Technology Selector is based solely on qualification under IQ Energy’s ‘Minimum Energy Performance Standards’* and does not constitute an endorsement of the producers or suppliers of these products by the EBRD.

*Included technologies ‎have been assessed to result in at least a 20% higher energy performance than the market average.

Insulation

The main criteria determining the efficiency of thermal insulation is its thermal conductivity coefficient. The lower it is, the more efficient is the thermal insulation (heat losses and the utility costs as a result are lower). The Technology Selector contains thermal insulating materials with the thermal conductivity value not higher than 0,04 W/(m·K). For reference, thermal insulation with 100 mm thickness with the mentioned thermal conductivity coefficient equals to 2 m thick brick wall under the heat-insulating characteristics. Thus, the other important feature of the thermal insulation is its thickness. The thicker the thermal insulation layer is, the better. The thermal insulation from the Technology Selector for each type of the external construction elements should be selected in order to ensure the total thickness of the thermal insulation layer to be not less than 100 mm for external walls and floor area and 200 mm for the ceiling/roof.

 

Windows

The main criteria determining the energy efficiency of the window is its thermal resistance coefficient (R-value). The higher it is, the lower the heat losses through the window are-the efficiency of the product is growing. When you choose a window, pay attention to its thermal resistance. In accordance to the Programme Energy Performance Criteria the thermal resistance of windows should be not less than 0,75 m²·K/W for the whole territory of Ukraine. In addition, the following eligibility criteria are used: 

• Windows’ glazing must contain two or more air chambers;

• The thickness of the profile system (frame part) of the window unit should be at least 70 mm;

• The thickness of not-transparent part of the window unit (sandwich panels) should be not less than 32 mm

 

 

Boilers

The main criteria determining the energy efficiency of the boiler is its efficiency’s coefficient. The higher index is, the more efficient the boiler is-the boiler uses less fuel with the higher efficiency. The Technology Selector contains solid-fuel boilers with the coefficient of efficiency not less than 85%, and gas convection boilers with the coefficient of efficiency from 92%, as well as the gas condensing boilers with the coefficient of efficiency not lower than 108%. Boilers included in the Technology Selector ‎have been assessed to result in at least a 20% higher energy performance than the market average.

 

Heat Pumps

The main criteria determining the efficiency of the heat pump is the coefficient of performance or COP. It reflects the correlation of the generated heat energy to the used electrical energy. The higher the COP is, the more efficient the heat pump is - it uses less electricity with better productivity.

The Technology Selector contains the heat pumps of the “water-water” type with the COP>4,5, “ground-water” type with the COP>4 and “air-water” with the COP>3.5. These heat pumps ‎have been assessed to result in at least a 20% higher energy performance than the market average. 

 

Solar collectors

The main criteria determining the efficiency of the solar collector is the reduced optical performance coefficient. The higher it is, the more efficient the solar collector is-the more solar energy is transformed into the heat energy.

The system of the solar water-heater, additionally to the collector itself, consists of the following elements: storage tank (accumulator), circulating pump, regulating device, etc. The Technology Selector contains solar collectors (flat-plate or vacuum tubes) with the reduced optical performance coefficient around 70%, as well as additional elements with the corresponding efficiency: distribution pipes with the insulation thickness not less than 30 mm, hot-water storage tanks with the heat insulation of walls not less than 100 mm thick. 

 

Heating systems

The modern water-based heating systems consist of: radiators with the thermal regulation, balancing valves for the hydraulic control, circulation pumps, automation systems of central control and regulation, thermal insulated distribution pipes and valves. Each of these system elements should have energy performance characteristics not lower than the overall energy efficiency factor of the whole system.

The Technology Selector contains heating system radiators (steel, aluminum and bimetallic), TRV (thermostats), automatic balancing valves, circulating pumps with Energy Efficiency Index (EEI≤0,23), automated temperature control systems, individual heat substations, thermal insulation for pipes with conductivity not lower than 0,04 W/(m·K), storage tanks (V ≤ 1000 л).

For projects on the installation of a hydraulic system "warm floor" it is necessary to use the main equipment from the Catalog of Technologies:

- means for the automatic control of the temperature of the coolant;

- circulation pump;

- thermal insulation according to the Energy Efficiency Criteria of the IQ Energy Program (shown in the table above).

 

Front doors

Door blocks based on PVC-profiles with double-glazed windows can be considered as translucent (windows) and, accordingly,you should generate certificates from the Technology Selector in the "windows" section.
When forming an application for verification, information on an energy-efficient project with the use of PVC-based door blocks should also be included in the "Windows" section.

The formula for the door metalloplastic design must meet the same criteria (heat transfer resistance / climatic zone), as in window constructions.
