Yes, IQ energy does not support the following projects:
- Projects using materials or equipment not included into our Technology Selector catalogue;
- Project not allowed by Ukrainian legislation even using materials and equipment from our Technology Selector catalogue. For example, wall insulation in a single apartment in multifamily building is not allowed, neither installation of boilers for space heating systems leading to disconnect from central heating systems.

The financial savings numbers displayed in our Technology Selector catalogue are for reference purposes. We have estimated energy savings for a two-room apartment in a building with an average energy efficiency performance. In your particular case the exact energy savings will depend on many factors such as energy performance of your building and your energy consumption behavior. Your specific energy savings can be less or more than what is indicated in our Technology Selector. In addition, please be advised that energy savings can only be translated into financial savings only if consumption based billing is available in your dwelling. If it is not, your project would improve the comfort in your dwelling so there still would be a benefit for you.
No, this is not allowed under IQ energy. In order to be able to receive a grant from us you have to take a loan from a participating commercial bank. This loan should be outstanding as of the date you request the grant.
Yes, you can. The fact that your previous project was supported by a loan or a grant does not disqualify you from borrowing under IQ energy or from applying for investment incentive under IQ energy.
No, you don’t. Recent amendment to Tax Code of Ukraine (articles 165.1.57 and 165.1.58) explicitly excluded IQ energy grants from personal income tax. Therefore, the amount of grant approved for you will be the net amount you receive – neither your bank will withhold any personal income tax from this grant nor you would have to pay any extra tax at the end of fiscal year.
Each participating commercial bank establishes its own credit limit for borrowers. Typically, this limit depends on credit history and creditworthiness of the borrower so it can be different for different people. Contact the banks directly to find out how much loan you can get.
The maximum grant under IQ energy is EUR 3’000 per person.
It can be reached if you implement one or more energy efficiency measures making you entitled to 35 % grant.

Our Facility supports both project for individual homeowners – in an apartment or a house (we call them dwelling-level projects) and projects for association of home owners (we call them building-level projects).
We basically use only two eligibility criteria:
- Materials and equipment to be used should be included in our Technology Selector catalogue. We carefully select items to be included into the catalogue for their high energy efficiency performance – it should be above the average available on the market; and
- Installation of these materials and equipment should be allowed by construction norms. For this reason we do not support wall insulation in multifamily buildings by individual owners only – this is prohibited by Ukrainian laws.

IQ energy loans can be made to:
- Individuals who have access to a dwelling – an apartment or a house – for projects affecting those dwellings.
- Association of home owners – for projects affecting the entire multifamily house.
To receive an IQ energy loan you need to apply for a loan to one of the participating commercial bank. Each bank has its own credit underwriting criteria which can change over time. ERBD does not dictate loan conditions and cannot influence loan decisions of participating commercial banks
Participation in our Programme

Yes, you can participate in both programmes. However, you can not apply for grants on the same items from two programmes. It is up to you which programme you would like to use for what particular part of your project.

You can cover with IQ energy loans both cost of equipment or material and expenses related to installation works. We have developed for you the catalogue for installers whom we recommend for their high quality performance on previous projects. You can also use other installers if you wish.

There are several options available for you in this case.
First, you can stage your entire project. For example, you can do only some part of your project supported by first loan, pay it back, and apply for a new loan to support next part. In this case you would be able to request grants from every successfully completed parts of your projects.
Second, if you wish to do the project at once, you can cover the gap in financing from other sources –e.g. take a loan from your friends or relatives. However, in this case your grant will be calculated not from the investment cost but only from the amount of the loan you took from the participating commercial bank.
Finally, you can do a project jointly with your friends or relatives. In this case you need to clearly select who is doing which item (e.g. who is doing each window) and you all can borrow from IQ energy. You all would be entitled for a grant, also.
You can apply to more than one participating banks and compare loan offers to make a selection.

Questions about Grant
Installation costs are included into cost of investments. Whether or not they are covered by the grant depends on whether or not the installation cost has been supported by the loan.
If your loan has absorbed the installation cost, your grant would cover them. If, however, your loan has only been to support the materials and equipment themselves and your paid installation costs from your pocket, these costs would not be covered by grant.
Please also be advised about grant maximum limit of EUR 3’000.

IQ energy grants are paid every quarter. That is why typically it takes from three to six months to receive a grant under IQ energy– depending on when exactly you furnish your grant request to us.
There is no limitation how long you have to keep the documents. Please, however, be advised that some of the documents you will need for warranty purposes (e.g. owner’s manual, proof of purchase, proof of installation, etc.)
The amount of grant is calculated by applying grant percentages to eligible amount.
There are one grant percentage used in IQ energy:
- 35% is used if the project includes one or more categories from Technology Selector catalogue.
Eligible amount is lower of either loan amount or investment cost. For example, if your loan was UAH 50’000 but you spent only UAH 30’000 for the project the eligible amount would be UAH 30’000 to calculate the incentive.
For grant calculation purposes, all UAH amounts are translated into EUR using the exchange rate as of the date of your loan origination.
The grant is paid in EUR via the commercial bank where you got the IQ energy loan to your bank account. It has to be a card, current, or deposit account in the bank you have taken the loan from. It cannot be your IQ energy loan account.
If order to apply for a grant under IQ energy you have to solicit registration in our system and upload all required documents. Everything is done electronically, you do not have to visit us or your commercial bank.

Some participating commercial banks may offer their support in dealing with our grant request system.
No, unfortunately, not. Our core condition is that you have to implement the project within four months from the date of your loan. Statistically, it typically takes from one to three months to complete a project in Ukraine, depending on the category of equipment.
All grants are calculated in EUR and paid in EUR.

Yes, project verification needs to be done as part of grant authorization.
There are two options for verification:
- 10% of grant applications are subject to onsite verification. It means our engineers would travel to your location and physically check the supporting documents and the installed materials. This category is selected randomly, there is no criteria which would automatically put a grant application subject to onsite review;
- 90% of grant applications would be verified without going onsite.
No, there is no limitation. You are free to use the grant amount on your own. You can decide to use it to pay back your IQ energy loan, or spent the money for any other purpose.

For grant purposes we fix the euro equivalent of UAH loan as of the date of loan agreement signed between the borrower and the bank. The grant is than calculated in euro and paid to borrower in hryvnia using at whatever would be the exchange rate as of the date of payment. Any FX rate fluctuation is additional income or expense of the borrower.
Our Project Consultant would calculate the grant amount based on the data provided by borrowers.
Our Project Consultants make this decision based on the information provided by you and your commercial bank.
Questions about Materials and Equipment
Yes, you can, but in this case your project would not be eligible as our project and you will not be entitled for a grant from us.
No, this is not the case. The mere fact an item is included into our Technology Selector and you used it in your project does not make your project automatically eligible. The most critical eligibility test is how exactly you have used this item, i.e. whether it has been properly installed in compliance with all regulations.
For example, our Technology Selector includes insulation slabs. While they are eligible per say, if you decide to use them to insulate outside walls in your apartment in a multi-family building we will reject this projects as it is against the buildings norms. However, if you used them for outside walls insulation in your private home we will accept this project.
In case one project has been supported by more than one loan each borrower needs to request grants separately.
In each application borrowers create they will need to state the same project details – type of category and associated costs. The grants will be calculated for each applicant as lower of loan amount or cost of project – and in this case the loan is expected to be lower than cost.
The prices displayed in our Technology Selector are for references purposes only. We are fully aware about price fluctuations in Ukraine. Therefore, you can purchase any item included into our Technology Selector at a price which differs from our reference price.
Please be aware, however, that for grant calculation purposes we limit the maximum allowed cost for each category and subcategory of equipment. The maximums are stated in EUR, which makes them less dependent on price fluctuation. These maximums include unit cost and associated installation works.

In case one loan has been used to support projects in more than one dwelling you need to create as many grant applications as the number of dwellings you worked out.
In every application you create you will need to state the same loan details – date of loan agreement and initial loan amount. Your grants will be calculated for each dwelling based on the lower of loan amount or cost of project in respective dwelling – and in this case the cost is expected to be lower than loan. Also the grant limitation for a single borrower will apply.
We strongly discourage you from combining in one project materials and equipment included and not included into our Technology Selector as it hampers aggregated energy efficiency performance.
However, in case you have already done it we would ask you to clearly identify how much was the cost of only the materials from our Technology Selector. Only this amount would be used as eligible amount.

The Technology Selector catalogue is available online. We do not produce or distribute printed copies of this catalogue.
EBRD has contracted a Project Consultant whose job is to create such a catalogue and keep it up-to-date. In order to be included into the catalogue an item should show high performance in energy efficiency based on a methodology proven in many countries. Our certified engineers perform all necessarily tests and decide whether or not an item qualifies to be included. We give no preference to any producer and our only criterion is energy efficiency.
