The E5P is a Euro 180 million multi-donor fund managed by the EBRD to facilitate investments in energy efficiency and environmental projects aiming at reducing greenhouse gas emissions in the Eastern Partnership countries in general and in Ukraine in particular, the fund was established during the Swedish Presidency of EU. The Fund allows harmonised and effective delivery of international financial support by pooling contributions from a group of donors together with IFI loans. The donors contributing to E5P in Ukraine are: the European Union (the largest contributor), Denmark, Estonia, Finland, Germany, Iceland, Ireland, Latvia, Lithuania, Norway, Poland, Sweden, Ukraine and USA. E5P supports the IQ energy with EUR 15 million for incentive grants to stimulate investments in the housing sector and also provides funding for technical assistance for programme implementation.
In addition to contributing to E5P, Sweden provides direct support to the implementation of the IQ energy programme through the Swedish International Development Cooperation Agency, a government agency working on behalf of the Swedish parliament and government. Sweden supports IQ energy with funding for technical assistance for programme implementation in equal share with E5P.
The European Union is supporting the IQ energy programme through its contribution to the E5P multi-donor fund. The contribution of the European Union is supporting Ukraine’s ambitious reform agenda, in close co-operation with the Delegation of the European Union to Ukraine.
The Federal Ministry of Finance of Austria supports the EBRD in developing the programmatic tools employed in the implementation of EBRD Sustainable Energy Financing Facilities.
